On the user plane side from the bottom up the layers are [1]

PHY,  MAC,  RLC,  PDCP

On the control plane side from the bottom up the layers are

PHY,  MAC,  RLC,  PDCP,  RRC,  NAS

where

PHY is the Physical Layer
MAC is Medium Access Control
RLC is the Radio Link Control
PDCP is the Packet Data Convergence Protocol
RRC is the Radio Resource Control
NAS is the Non-Access Stratum
